Freedmen's Bureau is the correct answer.

Also known as the Bureau of Refugees, Freedmen's Bureau was a program established in 1865. The program was created in order to help black former slaves and poor whites get back on their feet in the aftermath of the Civil War. Through this program, Congress created schools for black, fed the poor communities, and provided them with housing and medical aid.
