What did Hooverville had to do with the Great Depression? Was it a good thing or a bad thing? And why was it?

Hooverville was an area where people who lost everything would live in tents of their clothes or worse. They named it Hooverville because Hoover was a terrible president during the Great Depression and blamed him. It was a terrible thing because, well people, some with many children, had to live in a small tent just to survive with everything rationed
