We have heard things , “The pen is mightier than the sword” What literary device is used here ?What does it really mean and how does it apply to George Orwell and to other political/ social

It was used as a way to show power with words rather then fighting. It was used during wars to get the point across in a more intellectual way which in those days were a sign of great power.

There may be more to it but this is all I could really find. Hope it helps
