The correct answer is - North.

West Virginia and South Carolina are roughly positioned on relatively similar longitude, being one above the other when looking on a map. West Virginia is located in the eastern part of the country, while South Carolina is located in the southeastern part o the country. Relative to one another, West Virginia comes to be located north of South Carolina, thus South Carolina being located south of West Virginia.

Both of these states are well developed, and are descendants of the initial colonies on the North American colony. They did had different policies and development, which led to them ending up on different sides during the Civil War.
