What does Macduff say which finally sways Malcolm to joining Macduff in fighting Macbeth? Why are these words significant?

Macduff agrees with all of Malcolm's tests so Malcolm tells him that they were just tests and now Malcolm will follow his rule Malcolm says "Angels are bright still, though the brightest fell. Though all things foul would wear the brows of grace. hope i helped
