Let's number these blue boxes. Start on the upper left and go 1 to 4 across.

Then go to the second row and go from 5 to 7 (from left to right).

Number one is rationing. During the second world war even where I live (Canada) rationing was a practice. I was 5 and I remember milk being rationed with tokens. You had to have a token to get milk. No token no milk.

Two is an economic policy. The hope is that wages and goods and services will be stabilized in price.

Three is conscription. There is no other comment to be made.

Four awfully bad practice. Censorship and Propaganda.

Next Row

Five was very effectively practiced during both world wars. Censorship and Propaganda.

Six Government Policies. FDR invoked this at the beginning of WWII.

Seven Rationing. That's exactly what rationing was.
