Land-Grant College Act of 1862, or Morrill Act, Act of the U.S. Congress (1862) that provided grants of land to states to finance the establishment of colleges specializing in “agriculture and the mechanic arts.”

The Land Grant College Act made it so public colleges were PUBLIC to all citizens. This was passed in 1862, all west colleges could be public after this passed. Therefore, citizens would go to college as the Easterns could go as-well. So as it made fair rights.
