Is the establishment of the 200-mile limit a sufficient form of government intervention to ensure that the "tragedy of the commons" does not occur for fisheries within the 200-mile limit? why or why not?

The 200 mile limit only applies to fishermen from forgein lands. The limits don't apply to native fishermen so the tradgedy of the commons could still occur.
