Why did kings clash with parliament in the early 1600s?

From 1585 to 1603, England was ruled by the Tudor dynasty. Although the Tudors believed in divine right, they shrewdly recognized the value of good relations with Parliament. For money, and to levy new taxes, the king had to seek the approval of Parliament.
