Without this power, there a couple of problems that will be faced by the federal government :

- It become extremely hard for the federal government to plan their budget for their future operation

- It make it is really easy for the states to undermine the power of federal government since the federal government does not have enough fund to fund the military in order to keep the states tinder control.
