firstly let's convert the decimals to fractions, so we'll use as many zeros at the bottom as there are decimals and lose the dot, and then check their ratios.

\bf 1.\underline{75}\implies \cfrac{175}{1\underline{00}}\implies \stackrel{simplified}{\cfrac{7}{4}}~\hfill 0.\underline{75}\implies \cfrac{075}{1\underline{00}}\implies \stackrel{simplified}{\cfrac{3}{4}} \\\\[-0.35em] \rule{34em}{0.25pt}

\bf \cfrac{\textit{original image}}{\textit{scale drawing}}\qquad 1.75:0.75\implies \cfrac{1.75}{0.75}\implies \cfrac{~~(7)/(4)~~}{(3)/(4)}\implies \cfrac{7}{4}\cdot \cfrac{4}{3} \\\\\\ \cfrac{7}{3}\cdot \cfrac{4}{4}\implies \cfrac{7}{3}\cdot 1\implies \stackrel{\textit{scale ratio}}{\cfrac{7}{3}}

Ah, so it's trying to say what is the difference between the original scale and the scale drawing which I believe is 1.00. I could be incorrect.
