Someone forcing you to do something that will potentially harm you, or someone else against your will is negative peer pressure. That person is pressuring to do something that could harm you or someone else which would be negative peer pressure.

Yes, it is a form of negative peer pressure. A positive example would be a friend trying to get you to get help for a problem or something like that.
