Explanation:

You have to make a filled in circle at 20 when it has "or less than" in it because it is including that number, so 20 is less than or equal to means that it includes 20 in it, if it just said Y is less than 20 you would simply make an open circle (not filled in) since it says less than just make an arrow going left to indicate that it's everything to the left of 20.
