First he wanted to prevent future french aggression. Second, he wanted to restore a balance of power. Third he wanted to restore Europe's royal families.

The Congress of Vienna was a series of meeting of ambassadors held in Vienna from 1814 to 1815 with the main purpose to provide a peace plan for Europe. It was chaired by Prince Klemens von Metternich of Vienna, at that time he was one of the most influential representatives in the Congress of Vienna.

He had three steps to restore peace in Europe:

  • The first step was to maintain the balance of power between countries so no country could be a threat to another.
  • The second step was to legitimate the hereditary right of a monarch to rule, this step was aimed at himself since he was a prince and was against democracy himself.
  • The third step was the Concert of Europe thats consists of a series of alliances that were held by Metternich, these alliances were made with the main purpose to ensure that European nations would help each other if revolutions broke out in their countries.
