what does the president act as when delivering the state of the union? e.g. chief diplomat, chief legislator, etc.

The president acts as the Chief Legislator! - SOTU is an annual speech the president is to deliver to Congress when announcing new proposals. A Chief Legislator is essentially the one who sets the agenda for Congress. Hope this helped!
