During wartime, US citizens are not allowed to:
- Travel to the oppositions' border
- Treat immigrants from opposition's country as enemy
The ban on travel is made to ensure that there is no sensitive information that can endangered the troops is being transferred to the hands of the enemy.
The ban for mistreatment toward immigrants is made in order to maintain their human rights. Soldiers are the only one that should be targeted during wartime.
