How do the roles of the president and congress differ with regard to the budget process​

While the President may have a role in helping to set a budget agenda, they are not in any way shape or form involved in the actual debating on the floor of Congress the budget.

So, while the President may propose a budget the hammering out is done by Congress before sending back to the President for approval.
