One characteristic is that the water droplets' have a temperature that is below freezing.

A second characteristic is that there is a downdraft and an updraft (those are wind currents), in a cloud, that is strong enough to trap the ice.

The ice will grow larger and larger as it combines with other freezing droplets until it becomes heavy. When it gets too heavy, the ice (hail) falls.
