Capitalism- who sets the amount a citizen will earn for performing a particular job?

By the ideology of capitalism, the owner of the company or the person who hire the citizens sets the amount a worker will earn.

However, many governments will set the lowest salary to protects the citizen's welfare and prevent exploitation. Though in most of the cases, especially jobs that requires high educatuon level, the salary will be however the company set.
