Ed Gillespie, who worked for George W. Bush during the 2004 presidential campaign, developed a campaign ad based on the remarks that John Kerry made to CNN in which he said that "War on Terrorism is like a nuisance".

The goal of the ad was to depict Kerry as a person who clearly does not know who he is fighting against. Gillespie, on an interview with CBS in 2004, remarked that Kerry "does not have the right view of the World" and that it is a "pre-September 11th view of the World".
