Defining racism: The R = P + P formulation

How would you define racism?
Do you think power and oppression should be a part of our definition of racism, and why do you feel that way?

Racism can be defined as the feeling of ethnic superiority over other cultures, in which the isolation and deprivation of rights of those ethnic groups considered inferior are sought.

According to previous definition, power and oppression could be racism extensions because a government based on racist politics can use the most effective tools in order to promote this conduct: laws that make "legal" this behavior and the culture and words than make it "normal".
