The Mayflower Compact was an agreement to obey all laws made by the Pilgrim government.

The Compact was the first document to organize government in Plymouth Colony and was written and signed aboard the ship by all male passengers. Since they were fleeing religious persecution, the Puritans had the need of establishing their own government, even though, they still affirmed their allegiance to the English Crown. The Mayflower Compact was essentially a social contract that sought the consent of the settlers to conform to the community’s rules and regulations for the sake of order and survival.
