Excessive bail shall not be required, nor excessive fines imposed , nor cruel and unusual punishments inflicted . Amendment 9. - Other Rights Kept by the People. The enumeration in the Constitution of certain rights shall not be construed to deny or disparage others retained by the people. Amendment 10. And so the ninth amendment says, the enumeration of certain rights shall not be construed to deny or disparage others retained by the people. So it's in line with the idea that national government has certain powers but they are limited because other powers are reserved to the states. The Ninth Amendment states, The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.” It was designed to work with the Tenth Amendment to reinforce limits on the federal government.
