Why did Lincoln say "I have no purpose directly or indirectly to interfere with the institution of slavery in the states where it existed I believe I have no lawful right to do so I and I have no inclination to do so"

He quotes himself because he is saying that he believes that what he should do is right and is emphasizing it. He wants to put a lid on slavery.
