Woodrow Wilson argued that the the constitution must evolve because humanity is changeable. Woodrow Wilson thought the Constitution should be seen as soething that allows changes for improvment. Wilson believed thegoevrnment should br something that would make progress, not to be a strict list of non-changing rules.
