So I'm going to go with, "the number of buses" Because it says, there was only 64 seats, and 6 students didn't get a seat. So they had to ride a different van/bus. So 64 + 6 = 70. That means there is 1 filled bus with 64 students, and then another one that has 6 students. So there is 2 buses.
