I would say it would be being able to raise the funds for the war effort. Under the articles of confederation every state was sovereign so the central federal government would have to ask each and every state separately to fund for the war effort. In some cases the states would decline or build their own military with the limited funds they had which made their fighting force all together weaker. I hope this helps.
