For this case we have to find the percentage increase in black bears. For this, we make a rule of three:

10 -----------------> 100%

17 -----------------> x

Where "x" represents the current percentage of bears.

x = \frac {17 * 100} {10}\\x = 170

We subtract to know the percentage of increase:

170-100 = 70%

Thus, the bear population increased 70%

Answer:

70%
