The answer is C - Plessy v. Ferguson upheld a discriminatory Louisiana law which included the concept of “separate but equal”. The SCOTUS ruled that politically, African-Americans were equal, but socially, the Court had no real jurisdiction to enforce any equality laws. True social equality was something which had to come about naturally within American society.
