why did the kansas nebraska act allow voters each of these territories to choose whether to be admitted to the union as a slave state of a free stat

because A. Douglas wanted settlers to choose for themselves if they want slavery instead of northern people choosing everything.(he knew the south still wanted slavery)

this caused conflict because it would mess up the border between free and slave states.
