Is it true that newtons laws of universal gravitation states that every object in the universe attracts every other object

Newton's laws clearly state that his laws talk about force and that every object persists in it's state of rest or uniform motion in a straight line unless it is compelled to change the state that it is in. SO in that hence i would have to say that the statement is false.
