Why did Nixon pass the HMO Act?

The federal HMO Act amended the Public Health Service Act, which Congress passed in 1944. Written and pushed by Kaiser Permanente, it had the effect of allowing medical care services, which previously had been uniformly nonprofit, to be performed on a for-profit basis for the first time in the United States.
