When Latin America gained its independence from Spain. Latin American's had no experience on how to run a county, especially because all the institutions were established by Spain. In order for people to truly see a change institutional changes needed to be made, like the abolishment of slavery and liberalization of taxes. The political turmoil helped military strongmen rise to power. The problem was that these men were excellent at fighting but not necessarily excellent at governing. Each military strongman had a different idea about the institutional changes that needed to take place, and that caused more turmoil in the long run.
