When lactose is present how does the lac operon function describe hiw the lac operon allows e coli to produce enzymes to break fown the lactose

The lac operon is a form of gene regulation. The lac operon in e. coli has genes that transport lactose to the cytoplasm, then breaks it down with the help of enzymatic reactions to turn it into glucose. Once there's glucose, energy can be made.
