He was known for exploiting the free state of Congo as a private venture characterized by the great vilonce and crimes committed under his administration. He imposed forced labor, and the words that best describe him are civilized cruel and heartless.

He was cruel and heartless. One of the biggest reasons why is he inflicted forced labor, and he was a violent person.
