I can't see the diagram very clearly but this is what i would have to say. What the question seems to be saying is that in this diagram every 4 inches is equal to 3 feet of the actual house.
For the table:
12 -> 9, 16 ->12, 20->15, 24->18
1. You can just look back at the table and see how many feet are equal to 16 in. The table says 12 ft.
2. The answer would be 44 in.
3. Divide 33 ft. by 3 then multiply that number by 4
