Although initially all the justices may not have agreed that separate but equal schools were unconstitutional I believe they ultimately agreed with the Chief Justice because “separate-but-equal” was segregation in disguise.

Moreover, it was unconstitutional because the 14th Amendment in its “equal protection clause” states that no state can “deny to any person within its jurisdiction the equal protection of the laws.”
