The correct answer was to stop discrimination against African Americans.

As of 1866, the Civil War between the Union and Confederacy had officially ended. During this time, there was still debate as to what the process would look like for former Confederate states to rejoin the Union. One of the biggest issues on the table dealt with the treatment of African Americans, considering their new status as free individuals. This law protected citizenship rights and equal protection for newly freed African American citizens.
