Even after the War of 1812, the federal government did not finance infrastructure improvements; state and local governments did.

This is false.

My reasoning for this statement:

The time period in question is after the war of 1812, in 1816, at which point James Monroe was in charge of the federal government and signed a bill involving banks and therefore funding the improvement of infrastructure. The states and local governments were obviously affected but did not fund the change.
