Why can’t conductors generate static electricity when rubbed together?

Static electricity is due to the temporary transfer of electrons from one material to another throughrubbing their surfaces together. This can only happen with insulated materials because the charge can't spread throughout the materials, so a visible effect can be observed.it c.
