A. No because what cause the Japanese surrender was the nuclear bombings of Hiroshima and Nagasaki.

The firebombing of Tokyo resulted in large amounts of casualties, the destruction of Tokyo (as most of the buildings were made of wood), and destroyed most of the infrastructures and populations.
