Spain maintained strict control over its empire by setting up the Council of Indies to pass laws for the colonies. The king appointed viceroys. Lesser officials and audiences helped the viceroy ruler. To maintain control of its new empire, Spain established a formal structure of government to administer its colonies. to demand Native American labor or taxes Native Americans were compelled to labor in gold and silver mines by the Spanish. Many people were killed when the tunnels collapsed.
