Answer: NATO & USSR

Explanation: Russia did not want Ukraine to Join NATO. In addition, in 1939, Stalin wanted to create a buffer zone. Ukraine was one of the countries that was going to be used as a buffer just in case Germany or any country attacked for the European side. However, Ukraine left and joined NATO, leaving a gap. Russia wants all the countries that used to be in the Soviet Union back.
