Does “I would drink a whole bottle of that down. “ basically means they’ll drink it without stopping until it’s all gone?

Answer:

Yes, it could, or it could be interpreted as they like the drink and are exaggerating their expression of it. (like, I could eat that whole cake, doesn't mean i will, but it implies that i really like eating it)
